It is located beside DC office road, Comilla.There are four Deputy Inspector General (DIG) of Prisons for the four divisions of the Directorate of Prisons. Among them, DIG prison of Dhaka division controls 20 prisons; DIG prison of Rajshahi division looks after 15 prisons. The DIG prison of Chittagong and Sylhet divisions controls 15 prisons with his headquarters in Comilla. The DIG prison of Khulna and Barisal division administer 16 jails of the division having his headquarters in Jessore. At present, there are 66 prisons in Bangladesh consisting of 11 central jails and 55 district jails.

১৭৯২ সালে জেলা কারাগার হিসাবে প্রতিষ্ঠিত হয়। ১৯৬২ সালে কুমিল্লা জেলা কারাগারকে কেন্দ্রীয় কারাগার হিসেবে ঘোষণা করা হয়। এটি চট্টগ্রাম বিভাগের সর্ব প্রাচীন কারাগার এবং প্রথম কেন্দ্রীয় কারাগার। কারাগারের মোট জমির পরিমাণ ৬৮.০০ একর, তন্মধ্যে পেরিমিটার ওয়ালের ভিতরে ৩৬.০০ একর এবং বাইরে ৩২.০০ একর।
